What is the VNB Payroll Card?
A payroll card is a prepaid debit card that allows employers to pay employees with a Visa® -branded debit card rather than with a paper paycheck or by direct deposit. Payroll Card is currently the only electronic payment mechanism available to employers with employees who do not hold deposit accounts.
What fees are charged to employers?
Each employer pays a one-time set up fee, which provides employer training and website access and pays to establish a required unique Visa® prefix number specific only to that employer. All other costs are then paid by the cardholders. If the employer would prefer to cover or subsidize these cardholder costs, we recommend the employer consider the Premium Payroll Card fee structure, which allows more free monthly transactions for a higher maintenance charge. The employer can then add to payroll to offset the maintenance charge.
What fees are charged to the cardholders?
Refer to Terms and Conditions for allowable number of free monthly transactions, applicable maintenance and transaction fees, and other costs.
How do employees get their payroll cards?
Cards will be mailed directly to the employee’s mailing address once the employer has loaded the employee information into the employer Website. The card must be activated by the employee following the instructions included in the mailer before it can be utilized.
Can the cardholder use the prepaid payroll card outside of the United States?
Yes. The payroll card is welcome at millions of locations where Visa®-branded stored value debit cards are accepted. Refer to Terms and Conditions for Visa®-related and other costs which apply to international transactions, regardless of what currency is being utilized.
What happens if the prepaid payroll card is lost or stolen?
The payroll card can be replaced with its full remaining value. Employees should immediately report the card as lost, using the customer service phone number included in the original mailer, on the consumer card access website, and on the card itself.
If an employee reports a payroll card lost or stolen, the employer should direct the employee to notify Customer Service immediately when the loss is discovered. Once the employee has received a new card and card number, prior to the next payroll initiation, the employer will have to use the employer Website to update the new card number in the cardholder information for the employee.
Do Visa® consumer protections apply to this card?
Yes. Payroll cardholders are protected by the Visa® Zero Liability policy as well as the right to dispute transactions -- just as they are for all Visa® credit and debit payment products. In most cases of fraud, loss, or theft, payroll cardholders will be held liable for nothing, provided they've promptly reported the problem in accordance with the requirements of the card Terms and Conditions.
May employees access the full amount of their pay at one time?
Generally yes. The limit structure of the payroll card program is outlined in the card Terms and Conditions. Cash may be obtained via AMT withdrawals, by in bank cash advances, and depending on a merchant's cash back policies, with many point of sale purchases when using the Card's PIN feature.

Your employer is the only person who can address your pay amount.
